The purpose of the study is to determine the prospects for the export of Russian information technologies and cooperation in the fields of artificial intelligence and cybersecurity with the countries of the Association of Southeast Asian Nations. The article discusses the request of the ASEAN countries in the field of AI and cybersecurity, the level of development of the digital economy in this region and its impact on the prospects for Russian IT-exports; in addition, the structure and dynamics of Russian (...) IT-exports to the world market are presented. The scientific novelty lies in the reassessment of the prospects for cooperation between Russia and the ASEAN countries in the field of IT, AI and cybersecurity. As a result, the factors influencing the competitiveness of Russia in the field of IT were identified and the leading Russian IT-companies and their experience in the global market were analyzed. Based on this, a conclusion was made about the prospects for the export of Russian IT and cooperation in the field of AI and cybersecurity with the ASEAN countries. (shrink)

The research subject in the present article is A. Comte’s and H. Spencer’s beliefs, who are considered the representatives of early positivism. The particular emphasis is made on the ethnicity issues. A. Comte distinguished three stages of the human consciousness elevating: theological or fictitious, metaphysic or abstract, positive or real. The scientist claimed the quality of a society as a whole is directly related to the level of the individual development. Moreover, moral ideas, which have to be free from theology (...) and metaphysics and based on the new philosophy of positive thinking, have a powerful influence on the society development. As a result, moral principles have to be guided by social solidarity and be a society’s logical controller. However, the societal progress rejected the scientist’s notion. According to H. Spencer, social morality arises from natural one whereby altruism and social equity are built on the concern of the kind preservation. The higher the society is organized, the greater the level of the equity is. The researcher provides the example illustrating an ideal society in which a well-functioning organ evolves better than others which in turn means “social equity” principle is implemented. The scientific novelty of the article is determined by the first comparative analysis of A. Comte’s and H. Spencer’s moral-ethnical concepts as well as defining the most controversial theses in their theories. There has been found out that the key difference in the philosophers’ ideas is their seeing into the real nature of morality, having its ground either in the human mind (Comte) or natural environment (Spencer). The definition of the society as an entity with its characteristics resembling a biological organism is considered to be significantly similar in their views. Secondly discovered similarity is the definition of the human history as a progressive process in which individual human mind, morality and a society as an entity are evolving simultaneously. The present paper also puts forward the conclusion that the ideas about the history as a progressive process resulted at a “positive” stage turned out to be the most debatable issues. (shrink)

This article aims to analyze the manifestation of the universal axiological cultural category of sinfulness in the media space. The study's subject was this category's properties and functions, which are actualized when represented in digital media. In accordance with this goal, we used such methods as continuous sampling and observation of the facts of the representation of cultural categories, which allowed us to determine the linguistic material for analysis and a statistical method for quantitative analysis. The content analysis of the (...) units selected for the study was used to identify the role, properties, and main functions of the universal axiological category of sinfulness. The novelty of the research lies in the fact that, for the first time, the universal nature of the category of sinfulness, its functions and properties, represented in media publications, were considered. Main conclusions: the study of the facts of actualization of the category of sinfulness in the media space allowed us to assert that the phenomenon under study is associated with topics such as politics, crime (in news media), and the assessment of citizens' behavior and morality (in religious media). These facts indicate that the primary function of the category of sinfulness is regulatory, aimed at evaluating and correcting the actions of members of society, as well as creating public opinion. In addition, the article proves that the category of sinfulness has transcultural properties, penetrating and being realized in all cultural layers, from local to global. In these cultural layers, the nature of the category acquires a different shade. In particular, at the global level, the category of sinfulness acquires the meaning of guilt, which is a consequence of the significant influence of Western culture on the global culture. It seems that the revealed properties of the category indicate its high importance for modern Russian society. The established regulatory function will make it possible to apply this category, including within the framework of regulating and managing public opinion and promoting basic values. (shrink)

The historical factors as well as the units of the cultural knowledge which are considered to have provided Chateaubriand’s books, and “The Genius of Christianity” in particular, with the success and the content are the subject of the present article. The following historical reasons which attracted the readers’ attention to the book have been defined: the disappointment of the society with the atheistic ideals of the revolution, the need for religious cult restoring, the authorities’ desire to stop strife in the (...) country and build relationships with Catholic Europe. The semantic content of the work also contributed to its popularity because it responded to the request of finding logic in the religion, had an emotional impact and dealt with the relevant issues of the morality by means of the cultural category of sinfulness. Scientific novelty of the research implies the following: the cultural category of sinfulness objectified in F.R. Chateaubriand’s book “The Genius of Christianity” having been analyzed for the first time as well as the author’s approach to the understanding and cultural information streamlining having been identified. More over cultural-historical factors promoting the book’s prominence among Chateaubriand’s contemporaries have been studied. The author’s using rational way while explaining the basis of the sin, resorting to the strict argumentation and the evidence-based methods, denying religious irrationality have been set. The conducted research has shown the key factors leading to the book’s relevance: the society’s necessity of the religion revival, the authorities’ support of this tendency specified by the political environment. This publication aims to analyze the economic, social, and cultural phenomena that first appeared in the "era of revolutions" that occurred in the nineteenth to early twentieth centuries. The modern European trend toward tolerance, which is the basis of current social and cultural changes, including in our country, has specific intellectual grounds. The subject of the study was the ideosphere of the nineteenth and early twentieth centuries, including philosophical, economic, and psychological concepts that gave rise to modern trends in these (...) areas. The result of this study was the determination of the reasons that caused the change of the ideological paradigm in Europe. The novelty of the research lies in the fact that, for the first time, the intellectual foundations of the formation of tolerance as an actual socio-cultural phenomenon are analyzed. This article consistently proves that among the first such grounds, it is possible to determine the emergence of machine production and, as a result, the appearance of a mass person with a culture corresponding to them, performing a compensatory and entertaining function. The most important cultural foundation is mainly the intellectual "background" created by the teachings of Friedrich Nietzsche, Karl Marx, and Sigmund Freud. The ideas of Anglo-American pragmatism played a significant role in forming a new morality, which included the denial of religion and its values, giving it a utilitarian character. During the subsequent historical period and at present, these views have become the basis for the creation of the so-called "individual faith," in which religion ceases to be the guide of human life but only serves the needs of the individual. The desacralization of religion leads to the study of different aspects of sexuality, which opens up the possibility for modern thinking about gender. The concept of "natural law" should also be attributed to the intellectual factors of the formation of modern European tolerance. (shrink)

The purpose of the study is to reveal the essence of digital technologies in the municipal government system, to identify the main problems of their transformation in the territory of the subjects, and to develop directions for the mechanism of adaptation of the relationship between different management structures in the conditions of digitalization of processes. The article considers the author's vision of the development of digital technologies in the territorial aspect. In particular, the problems of technical equipment of remote territories (...) are considered, in particular, the problems of training personnel and territorial access to Internet resources are touched upon. When evaluating the legislative and regulatory acts of the Russian Federation, it is clear that digital technologies require a separate approach to solving problems of both legal and economic nature, while we focus on their relationship. It is obvious that when developing the strategic direction of digital technologies, the adapted elements require some adjustments and additions, which is currently being carried out. Such changes and additions are promoted not only through legislative and regulatory activities, but also on the basis of scientific research, which in turn develop new directions that contribute to solving problems in the development of digital technologies, not only in the management system, but also in the areas of business, professional education, training and retraining of personnel, etc. As a result, the identified problems in the resource provision of digital technologies allowed us to develop measures that specify the strategic direction. This essay frames systemic patterns of mental abuse against women of color and Indigenous women on Turtle Island (North America) in terms of larger design-of-distribution strategies in settler colonial societies, as these societies use various forms of social power to distribute, reproduce, and automate social inequalities (including public health precarities and mortality disadvantages) that skew socio-economic gain continuously toward white settler populations and their descendants. It departs from traditional studies in gender-based violence research that frame mental abuses such as gaslighting--commonly (...) understood as mental manipulation through lying or deceit--stochastically, as chance-driven interpersonal phenomena. Building on structural analyses of knowledge in political epistemology (Dotson 2012, Berenstain 2016), political theory (Davis and Ernst 2017), and Indigenous social theory (Tuck and Yang 2012), I develop the notion of cultural gaslighting to refer to the social and historical infrastructural support mechanisms that disproportionately produce abusive mental ambients in settler colonial cultures in order to further the ends of cultural genocide and dispossession. I conclude by proposing a social epidemiological account of gaslighting that a) highlights the public health harms of abusive ambients for minority populations, b) illuminates the hidden rules of social structure in settler colonial societies, and c) amplifies the corresponding need for structural reparations. Systemic epistemic failings in institutions are often explained through settler epistemologies and settler colonial frameworks that both obscure and reproduce the conditions necessary for those failings to endure. What is never questioned in the standard picture of institutional epistemic injustice is the implicit origin myth of an ‘institutional big bang’ that spawned many modern social institutions out of presumably noble orienting goals for a well-functioning society in democratic nation-states. We are concerned with the functional outcomes of institutions in settler colonial (...) societies, and how these outcomes consistently undermine whitewashed narratives of any inherent institutional design allegedly aimed at promoting testimonial justice in settler colonial societies. Institutions are built to target and maintain a status quo, especially (but not only) when they are charged with securing part of the social order or fabric of settler colonial societies. We will illustrate this concern through a discussion of various functional outcomes of the U.S. institution of asylum using Shannon Speed’s (2019. Incarcerated Stories: Indigenous Women Migrants and Violence in the Settler-Capitalist State. The University of North Carolina Press) analysis of the violence Indigenous women migrants from Latin America experience within the complex administrative web of U.S. migration and asylum systems. This essay addresses structural violence against Latinas by looking at the existential toll different forms of cultural violence take on us. In particular, it looks at linguistic violence and the role lesser-known violences play in the intergenerational continuation of colonial violence, such as hermeneutic violence. Defined as violence done to systems of meaning and interpretation, hermeneutic violence is discussed at length in relation to the experience of harm and injury. The essay further explores some resistant epistemic practices Latina feminists have (...) generated to address systemic violence. This paper examines the relationship between corporate social responsibility and financial performance for Islamic banks in the Gulf Cooperation Council region over the period 2000–2014 by generating CSR-related data through disclosure analysis of the annual reports of the sampled banks. The findings of this study indicate that there is a significant positive relationship between CSR disclosure and the financial performance of Islamic banks in the GCC countries. The results also show a positive relationship between CSR disclosure and the future financial (...) performance of GCC Islamic banks, potentially indicating that current CSR activities carried out by Islamic banks in the GCC could have a long-term impact on their financial performance. Furthermore, despite demonstrating a significant positive relationship between the composite measure of the CSR disclosure index and financial performance, the findings show no statistically significant relationship between the individual dimensions of the CSR disclosure index and the current financial performance measure except for ‘mission and vision’ and ‘products and services’. Similarly, the empirical results detect a positive significant association only between ‘mission and vision’ dimension and future financial performance of the examined banks. (shrink)

In the wake of continued structural asymmetries between women of color and white feminisms, this essay revisits intersectional tensions in Catharine MacKinnon’s Toward a Feminist Theory of the State while exploring productive spaces of coalition. To explore such spaces, we reframe Toward a Feminist Theory of the State in terms of its epistemological project and highlight possible synchronicities with liberational features in women-of-color feminisms. This is done, in part, through an analysis of the philosophical role “method” plays in MacKinnon’s argument, (...) and by reframing her critique of juridical neutrality and objectivity as epistemic harms. In the second section, we sketch out a provisional coalitional theory of liberation that builds on MacKinnon’s feminist epistemological insights and aligns them with decolonizing projects in women-of-color feminisms, suggesting new directions and conceptual revisions that are on the way to coalition. Because these boundaries are hard to be distinguished the critical position intellectually reasonable seems to be that of examining if is not more socially profitable and morally justifiable to be tolerant rather than intolerant.Developing possible arguments for and against the universal value of tolerance, critical discourse imposes a very meaningful statement: to uphold our humanity, even the demand for our right to intolerance must be done within the framework and with the means of tolerance. In this paper I tackle Gadamer’s and Dewey’s conceptions of art, showing a possible dialogue between American Pragmatism and Gadamerian Hermeneutics. Despite the obvious differences, it is possible to show fundamental commonalities between the two philosophies when it comes to the role of art. They share the double goal of critiquing the aestheticism of modern age, the conception of art as a mere “art for art’s sake,” and of recomposing the continuity between aesthetic experience and everyday life. I argue that (...) this common goal entails a reassessment of the relation between the work of art and the public, a reassessment that has fundamental consequences for the role of art in our societies. The present comparison will also help shed new light on Gadamer’s conception, often accused of being a merely conversative theory. For both Gadamer and Dewey art does not consist in a product of the elites that is given to the spectators: rather, the spectators cooperate with the author in the creation and development of the work of art itself. There is a growing trend across North America of women being criminalized for their pregnancy outcomes. Rather than being a series of aberrations resulting from institutional failures, we argue that this trend is part of a colonial strategy of administrative violence aimed at women of color and Native women across Turtle Island. We consider a range of medical and legal practices constituting gender-based administrative violence, and we argue that they are the result of non-accidental and systematic production of population-level harms (...) that cannot be disentangled from the goals of ongoing settler occupation and dispossession of Indigenous lands. While white feminist narratives of gender-based administrative violence in Latin America function to distance the places where such violence occurs from the ‘liberal democratic’ settler nation-states of the U.S. and Canada, we hold that administrative forms of reproductive violence against Latin American women are structurally connected to efforts in the U.S. and Canada to criminalize women of color and Indigenous women for their reproductive outcomes. The purpose of these systemically produced harms is to sustain cultures of gender-based violence in support of settler colonial configurations of power. (shrink)

The question of how democracy can deal with cultural diversity has become more central than ever. The increasing flow of people to many Western democratic countries indicates that our societies will become more and more multicultural. But what is the best way for democracy to deal with cultural diversity? It has been argued that, given its communicative core, the Habermasian model of deliberative democracy provides a platform where cultural groups can concur on peaceful agreements. In this paper, I show the (...) limits of this model of democracy in relation to diverse cultural traditions to public interactions. I will discuss the case of societies and ethnic groups of a Confucian heritage and show that Habermas’ account of public deliberation is not a neutral method for facilitating political decision making, but is culturally biased. This volume deploys recent feminist epistemological frameworks to analyze how concepts like knowledge, authority, rationality, objectivity and testimony were constructed in Greece and Rome. The introduction serves as a field guide to feminist epistemological interpretations of classical sources, and the following sixteen chapters treat a variety of genres and time periods, from Greek poetry, tragedy, philosophy, oratory, historiography and material culture to Roman comedy, epic, oratory, letters, law and their reception. By using an intersectional approach to demonstrate how epistemic systems (...) exclude and pathologize the experiences of ancient women and other oppressed groups, these contributions aid in the recovery of non-dominant narratives and reveal issues of sex, gender, race, ethnicity, sexual identity, religion, age, class, familial status and citizenship in the ancient and modern world. The volume contributes to a more inclusive and equitable study of classical antiquity and builds transhistorical connections capable of exposing similar injustices in our own time. (shrink)

We suggest a fuller understanding of the obligation to respect patient autonomy can be gained by recognizing patients as historically and socially situated agents, whose values are developed, challenged, and changed, rather than merely applied, in their decision-making about their use of preimplantation genetic diagnosis or preimplantation genetic screening (PGD/PGS). We ground this discussion in empirical research on the patients experiences with PGD/PGS, and conclude by suggesting that promoting patients’ self-respect is a useful ethical standard for providers and practices to (...) recognize. El presente artículo tiene como objetivo reconstruir la ética de la resistencia que Nietzsche propone en _El Anticristo _partiendo de la imagen que se ofrece en el prólogo a modo de declaración de intenciones: “preferible _vivir en medio del hielo_”. Dicha ética le exige al individuo la superación de la psicología de la convicción o de la fe y recurre, como método, a la Filología entendida como “_ephexis _en la interpretación”. La apropiación nietzscheana de ese término procedente del pirronismo obliga (...) a medir la utilidad de las enseñanzas escépticas para un individuo que aspira a autorrealizarse, _a llegar a ser el que es_. Con este fin ha de poner entre paréntesis los lugares comunes y asegurarse una posición hermenéutica propia que quiere evitar la_ des-simismación_ y que renuncia, por ello, a implicarse en la rutina democrática de las sociedades modernas. En sintonía con la sensibilidad pirrónica que anima a cultivar la distancia y la indiferencia, se acabará mostrando, en primer lugar, que Nietzsche se dirige exclusivamente a una comunidad de lectores afines y que, en segundo lugar, suspende la vocación política de su propuesta. Tematyka prepozytury szpitalnej w Zebrzydowicach jest ściśle związana z osobą Mikołaja Zebrzydowskiego, który w 1599 roku ufundował w rodowej siedzibie szpital dla 12 weteranów wojskowych, przede wszystkim dla tych, którzy należeli do bractwa żołnierskiego świętego Michała Archanioła założonego przez wojewodę w 1596 roku. W jego zamierzeniu przebywający tam chorzy mieli otrzymać odpowiednią opiekę zarówno dla ciała, jak i dla duszy, dlatego też zarząd przytułku oraz troskę o potrzeby pacjentów zostały powierzone miejscowemu proboszczowi, który był zarazem prepozytem tegoż szpitala. Z czasem (...) okazało się, iż takie rozwiązanie nie zadowalało fundatora i ostatecznie zdecydował on o przekazaniu tego dzieła braciom bonifratrom, których sprowadził do Zebrzydowic z Krakowa w 1611 roku. W niniejszym artykule został ukazany jeden z etapów procesu poszukiwania lepszego sposobu na zarządzanie równocześnie fundacją i parafią, który Zebrzydowski spróbował wcielić w życie już w 1601 roku. Niepublikowany dotąd dokument biskupa Bernarda Maciejowskiego z 3 sierpnia 1601 roku, oblatowany w aktach czynności biskupa krakowskiego (edycja wraz z tłumaczeniem w aneksie), wprowadzał rozwiązanie dążące do utrzymania prepozytury kosztem miejscowej parafii, zaś osobą łączącą obie jednostki administracyjne miał być od tej pory prepozyt, a nie proboszcz. Dokument ten stanowi zarazem ciekawy przykład współpracy biskupa ze szlachtą w sprawach kościelnych, co było niezwykle istotne w ówczesnym systemie zależności pomiędzy kolatorami miejscowego kościoła a biskupem ordynariuszem, odpowiedzialnym za całość życia kościelnego na terytorium zarządzanej przez siebie diecezji. We define proof nets for cyclic multiplicative linear logic as edge bi-coloured graphs. Our characterization is purely graph theoretical and works without further complication for proof nets with cuts, which are usually harder to handle in the non-commutative case. This also provides a new characterization of the proof nets for the Lambek calculus (with the empty sequence) which simply are a restriction on the formulas to be considered (which are asked to be intuitionistic).

My paper aims to highlight the presence of a social conception of art in Gadamer’s thought by analysing his reading of Hegel’s aesthetics. In an initial section I reconstruct the core of Gadamer’s reading of Hegel’s aesthetics as a paradigm to reassess art against the limits of aestheticism. I subsequently focus on the analysis Gadamer provides of the fundamental topic of the “past-character of art”, by stressing how this is reassessed as a “presence of the past”. On this basis, I (...) show how Gadamer’s reading of Hegel helps him focus on the role of contemporary art forms. If in modernity art lost its self-evident character, this does not prevent it from establishing a sense of community. Contemporary art is a search for a communal and social element. Gadamer’s characterization of contemporary art as a work-in-progress and intrinsically linked to the audience’s participation lays the basis for rethinking Gadamer’s aesthetics in a performative direction. Introduction. The article analyzes the paradox of modern philosophy and worldview, in which the stated “death of God”, “death of man”, “of author”, “of nature” does not cancel their obvious existence, but in other modes. Topos and functions of classical concepts that define human nature are replaced by objects of information technology activity. The author believes that the technical phenomenon penetrates into modern living processes and partly replaces them. The idea of death and crisis of the transcendental, divine, human and (...) natural is accompanied by their replacement by technical processes, their specific “revival”. In this regard, human nature itself undergoes certain semantic and material transformations due to necessity. The work describes and analyzes these transformations. The purpose of the work is a specific analysis of human nature in modern scientific and technical doctrine. The author proves that the loss of his ontological status by a person, the reduction of a person to the level of things or biological principles lead to strengthening the foundations of biopower, biopolitics and other forms and methods of influencing a person against his free will in the world. Methods. The author uses critical analysis of philosophical theses and ideological statements. The work uses hermeneutic, phenomenological humanitarian techniques and procedures, as well as the method of comparative analysis and historical reconstruction of scientific facts. Scientific novelty. The scientific novelty of the work consists in an attempt to turn the science about man to its foundations, namely, to the foundation of a free, choosing and born in a natural context personality. The novelty of scientific achievements, progressive technologies, technical inventions and new social dispositions does not negate the question of the human nature essence, which is still new and relevant at the present time. La movilidad internacional ha demostrado contribuir muy favorablemente al desarrollo personal, académico y profesional del alumnado universitario. Conseguir que la mayor parte de los estudiantes tengan acceso a este tipo de experiencias debe de ser un objetivo prioritario para favorecer su formación integral. En el caso de las movilidades de corta duración, hacer una planificación específica a través de fórmulas de turismo creativo que permitan el máximo aprovechamiento de los intercambios interculturales puede determinar el éxito de la experiencia. My contribution deals directly with the problem of Kant’s apparent commitment to pan- aestheticism, which is in particular attached to the task of explaining the possibility of the free play of the faculties. The aim is to provide an overview of the ways in which this problem can be confronted and eventually solved. In this regard, one way to deal with this problem consists in revisiting the assumption that the free play of the faculties is to be understood as simply (...) occurring without presupposing any concept. By contrast, one can fully endorse Kant’s commitment to pan- aestheticism and hence focus on how Kant’s account explains the fact that one does not actually experience everything as beautiful. Both of these alternatives, I firmly reject. By remarking upon the merely reflecting status of judgments of taste, I explain why Kant’s account of taste does not lend itself to pan-aestheticism.
